Summarizing of "Program of overcoming TB epidemic in Donetsk region in 2007-2011."

Today, 1 December 2012, on World AIDS Day, in Donetsk  the "Program of overcoming TB epidemic in Donetsk region in 2007-2011" was summarized.  According to the World Health Organization (WHO), the risk of developing tuberculosis in HIV-infected people is 20-37 times greater than that of uninfected. More than 60% of patients with HIV / AIDS in Ukraine die of TB.

The event was attended by Deputy Prime-Minister of Health of Ukraine Raisa Bohatyryova, Minister of Regional Development, Construction, Housing and Utilities of Ukraine Anatoliy Bliznyuk, Chairman of the Verkhovna Rada Committee on Health Tatiana Bakhteeva, portfolio manager of Ukrainian Global Fund to Fight HIV / AIDS, Tuberculosis and Malaria Nicola Canto, Chairman of Donetsk Regional State Administration Andriy Shishatskiy, Donetsk Mayor Oleksandr Lukyanchenko and the founder of the Foundation  Rinat Akhmetov as well as representatives of international and non-governmental organizations, health departments, TB doctors, laboratory technicians.

The main result of the Program was to reduce morbidity and mortality from tuberculosis. The number of patients infected with tuberculosis for the first time, dropped by 26.5% in 2011 compared to 2006 from 4582 to 3231 people. Mortality rates in 2011 compared to 2006 decreased by 42%. If in 2006 1460 patients died of tuberculosis, in 2011 the number was 812 people.

The achievement of these indicators has become possible through the combined efforts of business and government and a systematic approach to this complex problem.

Rinat Akhmetov, the founder of the Foundation "Development of Ukraine":

"Tuberculosis is a national disaster. And to defeat it, we must  always be together: business, government, society and, of course, doctors. We went through five years of difficult path. But today, we realize: the most important struggle lies ahead. And if you ask me: "Do you believe in success?" - I can confidently say, "Yes", because today we have the most important – the team of professionals that take the pain of others as their own, who can clearly see the problems, understand the problems, and most importantly - know how to solve these problems. "

During the period of implementation of the program in the region four specialized departments for the treatment of complex drug-resistant tuberculosis were opened on the basis of TB facilities in Horlivka, Donetsk, Shakhtersk and settlement Olenovka in Volnovakha district,  in which comfortable environment for patients and staff is provided.

In the region modern, recommended by international experts methods of diagnosis of tuberculosis were introduced. In particular, modern equipment and two fluoro mobiles were purchased. In three years these mobile X-ray units examined more than 60,000 people in 120 villages in the regions and the penitentiary sector.

In 2010, the Foundation on the basis of Regional Clinical Tuberculosis Hospital of Donetsk created Regional Training Center to address the TB epidemic, equipping it with modern equipment. The center not only trained medical personnel of the region but also physicians from other regions of Ukraine. To date, within the cooperation of the Foundation "Development of Ukraine" with international organizations such as WHO,  1,696 people have already been trained to international and national standards for the diagnosis and treatment of tuberculosis in the center.

The program is an example of public-private partnership and is implemented by the Charity Foundation "Development of Ukraine" with the Donetsk regional, city and district councils.

"The program to address the TB epidemic, on the realization of which we have worked for several years, has given excellent results. Donetsk region has become a model for other regions of Ukraine in addressing such global issues as the fight against the disease. Based on public-private partnerships, examples of which can rightly enter the world books on management, we have been able to implement a number of specific actions which allowed reducing TB incidence rates. I am grateful to Rinat Akhmetov's Foundation "Development of Ukraine" for a systematic approach to solving complex problems of the Program to address the TB epidemic in the Donetsk region. I am pleased to note that in our region there is a socially responsible business that is actively working with the regional authorities in the field of health care. "

Under the new Program for 2012-2016, approved at the session of the Donetsk Regional Council on 7 November 2012, Rinat Akhmetov's Foundation "Development of Ukraine", Donetsk regional and city councils will focus on the creation of the system for fast and accurate diagnosis of TB, including among HIV-infected patients - a new laboratory that meets international standards in the field of diagnostics and infection control will be built. Work will also continue on teaching physicians to modern standards of diagnosis and treatment and on creation of favorable conditions for treatment. Telemedicine will be implemented in daily work of TB specialists for fast, reliable advice.

All participants in the ceremony were awarded with diplomas. And those doctors, the media and the authorities, who have made a special contribution to the results of the Program, received individual awards from Rinat Akhmetov, the founder of the Foundation.
