Rinat Akhmetov’s Foundation for Development of Ukraine started cooperating with Kharkov Region on the implementation of the project "Save Family for the Child", aimed at work with families in difficult life circumstances. The region that has already well-established system of family forms of fostering the orphans and children deprived of parental care will be a priority in terms of improving the system of social care for children from troublesome families.

According to Darya Kasyanova, the head of programs and projects of Rinat Akhmetov’s Foundation for Development of Ukraine, "currently, the system of social assistance for families in difficult life circumstances has significant drawbacks. Instead of immediate transfer of the child from a family to an asylum, it is necessary to work with the family to save it. Today, Kharkov Region has very well-established family-type forms of fostering: guardianship, foster children, and family-type children homes. But, unfortunately, the all-Ukrainian analysis that we conducted in conjunction with the Presidential Commissioner for Children’s Rights and the Ministry of Social Policy has shown that more than 75% of children who are currently in the asylum are not orphans, they are in asylums at the request of their parents. Unfortunately, on the way to the orphanage they pass by both the social services centre, and service for children’s affairs. They get into the facility either directly or through the Department of Health or through the Department of Education.

It should be pointed out that Rinat Akhmetov’s Foundation for Development of Ukraine has been working for several years with Donetsk and Dnipropetrovsk Regions to overcome the problem of child abandonment. In particular, the child guidance and family counselling centres are established in order to stop young mothers intending to abandon a new-born baby. The halfway house is created for boys aged 14 to 16, where the work on their social adaptation is carried out. Active work is also carried with the residential facilities on the reintegration – the return of the children to their biological families.
