On May 14, 2013 the first meeting of the joined mission of the Global Fund to Fight Aids, Tuberculosis and Malaria, USAID and the WHO regarding negotiations on issues of implementing in Ukraine the II stage of the grant of the 9th round of the Global Fund on the “Tuberculosis” component, took place in Kiev within the “Stop TB in Ukraine” Program implemented by Rinat Akhmetov’s Foundation for Development of Ukraine.

The purpose of the joined visit is to define priorities to be laid as a base for the National Beat TB Program and which will further be implemented within the II stage of the Global Fund’s grant. Nicolas Cantau, the regional manager for Eastern Europe and Central Asia at the Global Fund, noted: “We have many ideas and various TB control measures, however there is not enough money to cover all of them. For instance, nowadays no sufficient funds to treat patients with multi-drug resistant tuberculosis and provide second-line anti-tuberculosis drugs are being allocated. So we need to define the priority measures to be funded by the Global Fund within the II stage.”

To record progress and drawbacks of the implementation of the WHO’s recommendations upon the 2010 program’s review; to determine necessary changes to the healthcare system in order to increase and broaden improvements of TB prevention, control and treatment measures; to discuss development of the treatment models and duration of treatment planned for the II stage; to approve preparatory and implementative measures for the Global Fund grant for the II stage in order to harmonize the GF’s financing with the relevant reviewed National Beat TB Program – these are among tasks of the joined mission.

The visit is planned to last for two days, May 14 and 15. A joined meeting with the Rinat Akhmetov’s Foundation for Development of Ukraine – the current principal I stage recipient –, the Ukrainian Center for Public Health Hazards Control (UCPHHC), chosen by the National Council as the principal II stage recipient, as well as the sub-recipients of the grant took place on Tuesday. Also the Ministry of Healthcare of Ukraine hosted a meeting for all interested parties with the representatives of the Cabinet Council of Ukraine, the Ministry of Finance, the State Service of Ukraine on combating socially hazardous diseases, the National Institute of Phthisiology and Pulmonology named after F.G. Yanovskiy. 

On May 15 a seminar with the technical workgroup responsible for the revision of the National Beat TB Program for 2012-2016 took place within the joined visit. Priority areas of the program and its amending according to the WHO’s key recommendations as well as coordination of priority measures within the II stage aimed at harmonizing the Global Fund’s investments and the relevant reviewed National Beat TB Program in Ukraine were discussed at the meeting.

The joined mission shall result in a report which will cover priority recommendations, stages of implementation and indicators highlighted in the reviewed National Beat TB Program for 2012-2016 included into a work plan, the budget and the tables with the indicators for the II stage of the Global Fund’s program on the “Tuberculosis” component.
